Worksheet for Landlords to Calculate Bill at Time of Tenant Move Out

At the time of tenant changes, rental property owners may need to prorate the utility bill. For the most accurate calculation, we ask that the landlord get a physical reading of the water meter at the time of move out; a worksheet for landlords is available here to assist in doing a calculation when a tenant moves out during the quarter. Click below for the updated worksheet for landlords. Note that rates may change annually. Call (608) 526-6311 to be certain you have the most current rates or for assistance with calculations on the worksheet.

Frequently Asked Questions

Water – If you are filling a pool or watering your lawn, residential customers pay for water based on the volume charge as shown on the back of your utility bill.

Sewer – Residential customers –Wondering how your sewer bill is calculated during the summer months when lawn watering and pool fills are occurring? During the 2nd and 3rd quarters of the year, residential customers’ sewer calculation is based on the lesser usage between the current quarter’s water usage and the previous year’s 4th quarter water usage. (Residential sewer calculations for the 1st and 4th quarters of the year are based on the current quarter’s water usage). Residential customers should be conscious that any lawn watering after the September reading (typically around the 3rd week of September), will not only affect the 4th quarter sewer bill but also the next 2 “summer” quarters.

Refuse and Recycling – Looking for information on the Village of Holmen’s refuse and recycling program? Click here for the 2024 “Recycler” which provides detailed information/contacts. Each residential unit is billed a standard flat charge on the quarterly utility bill.

Stormwater – Charges are based on the average estimated impervious area of a residential parcel. Minimum charge per improved parcel = 1 base and 1 ERU charge.

Public Fire Protection – For an explanation of the public fire protection charge, review the public fire protection tariff governed by the Public Service Commission of Wisconsin.
