The Holmen Police Department is a progressive, community-oriented agency serving approximately 12,000 residents. The Department consists of 17 sworn officers and three civilian employees who are committed to providing the highest quality of police service in a professional and courteous manner.

When is Alternate Side Parking Enforced?

Alternate side parking is enforced between 1:00 am and 8:00 am, vehicles shall be parked only on even-numbered sides of the streets on those nights with an even calendar date and on odd-numbered sides of the streets on those nights with an odd calendar date. “Nights” as used in this section means the period between 1:00 am and 8:00 am. Alternate side parking is in effect from November 1^st through April 1^st every year.

What is the Village Ordinance on motorized scooters?

A motorized scooter is a “vehicle” because it is a device in, upon or by which any person or property is or may be transported or drawn upon a highway. (Section 340.01(74), Wisconsin Statute) A motorized motor scooter is a “motor vehicle” because it is a self-propelled vehicle that does not operate exclusively on rail. (Section 340.01(35), Wisconsin Statute)

Unlawful Operation: It shall be unlawful for any person to operate or ride a motorized scooter in any of the following places unless the motorized scooter is registered or titled in the State of Wisconsin and the operator has a valid driver’s license: Highway including highway right-of-way, sidewalks, bike path, and any public trails and/or right-of-way. (Ord# 180-17)

What is the Village Ordinance on Skateboards, Roller Skates, Roller Skis and Play Vehicles?

It shall be unlawful for any person to operate or ride any of the above as defined in Sec. 340.01 Wis. Statutes in any of the following places: On village streets, any sidewalk in any business district (any area primarily commercial in nature), any public parking lot, or on private property, unless permission has been received from the owner, lessee or person in charge of the property. Operators or riders of the above shall yield the right-of-way to other pedestrians using the Village sidewalks, and shall not otherwise endanger or interfere with pedestrian traffic on those sidewalks.

How do I get my bike licensed?

Fill out the bike registration form that can be found on this website. Bring the form in to the Holmen Police Department along with $2.00 fee during business hours.

What is the Coulee Region Joint Municipal Court?

It is a joint court system utilizing the resources of one Municipal Court

What are other parking ordinances in the village?

Listed below are a few of our common parking violations. The list is not the only parking ordinances. Please see the Village Ordinances for further parking violations.

Abandoned Vehicles (Ord. 180-11) – No person shall leave unattended within the Village of Holmen any motor vehicle, trailer, semi-trailer or mobile home on any public highway or public property for more than 48 hours. After 48 hours, the vehicle is deemed abandoned and constitutes a public nuisance. Any vehicle in violation of this will be towed.

Truck/Trailer Parking Restrictions (Ord. 180-12) – No person shall at any time park, stop or leave standing, whether attended or unattended, any vehicle with more than 4 wheels, trailer (including campers, boats, utility trailers or any towed apparatus) or semi-trailer, whether or not attached or connected to a vehicle on any street or public property from 12:00am-6:00am.

Snow Emergencies (Ord. 180-13) – The Chief of Police or Director of Public Works shall determine when there is a snow emergency and will contact the local media. Upon declaration of a snow emergency on radio or television, parking on all Village streets is prohibited except in designated areas.
