The Village of Holmen Utility Department processes quarterly bills which include charges for water, sewer, refuse, stormwater, and public fire protection.  Bills are processed at the end of March, June, September and December, with a due date of the 25th of the following month.  Penalties are added monthly to the unpaid balance at the rates noted on the back of your utility bill.

Utility Payment Options

In Person – Utility payments can be made in person in the Clerk’s Office during regular business hours, Monday-Friday from 8:00 AM to 4:30 PM. The Village Hall is located at 421 S. Main St., Holmen. Note: The Village of Holmen does accept credit card payments in person. See credit card information and fees below.

Drop Box – For those who are unable to make payment during regular business hours, a drop box is located to the right of the front entrance of the Village Hall, 421 S. Main St., Holmen.

Mail – Checks should be made payable to the Village of Holmen and sent to P.O. Box 158, Holmen, WI 54636-0158.

Credit or Debit Card – You now have the option to use a third party, AllPaid to make payments to the Village of Holmen. AllPaid will charge you a convenience fee for this service as follows:

  • Tax & Utility Payments via Web or Gov$wipe 2.65% (Minimum Fee $3.99)
  • Administrative & Civil Payments via Web or Gov$wipe 3.00% (Minimum Fee $3.99)
  • Additional fee for all payments via phone
    • For use of operator assistance (add $3.50 to each fee)
    • For use of Integrated Response Unit (add $1.50 to each fee)

You will need the Village of Holmen Pay Location Code in order to process your payment:

  • Pay Location Code to pay Utility Bill is #5993.
  • Pay Location Code to pay Property Taxes is #5990. (Taxes will only be accepted at the Village of Holmen from December 1st – January 31st. Payments made during the rest of the year need to be made to the La Crosse County Treasurer.)
  • Pay Location Code to pay Clerk Fees such as Building Permits, Operator Licenses, Dog Tags or other Various Fees is #5992.

Request a Final Utility Bill

In the event that a property is being sold within the Village of Holmen, click the button below to request a final utility bill online. Please note that even if there are no improvements on a parcel, public fire protection charges (and possibly stormwater charges) do apply.

Vacation of Premises

To notify the Village regarding a vacation of premise, please call our office at (608) 526-4336.

§ 187-34. Vacation of premises. When premises are to be vacated, the water utility shall be notified, in writing, at once, so that it may remove the meter and shut off the water supply at the curb stop. The owner of the premises shall be liable for prosecution for any damage to the water utility’s property. See “Abandonment of Service” in Schedule X-1 for further information.

Frequently Asked Questions

Water – If you are filling a pool or watering your lawn, residential customers pay for water based on the volume charge as shown on the back of your utility bill.

Sewer – Residential customers –Wondering how your sewer bill is calculated during the summer months when lawn watering and pool fills are occurring? During the 2nd and 3rd quarters of the year, residential customers’ sewer calculation is based on the lesser usage between the current quarter’s water usage and the previous year’s 4th quarter water usage. (Residential sewer calculations for the 1st and 4th quarters of the year are based on the current quarter’s water usage). Residential customers should be conscious that any lawn watering after the September reading (typically around the 3rd week of September), will not only affect the 4th quarter sewer bill but also the next 2 “summer” quarters.

Stormwater – Charges are based on the average estimated impervious area of a residential parcel. Minimum charge per improved parcel = 1 base and 1 ERU charge.
